Minor changes and bugfixes:

• #161 - Allow selecting a payment date on invoices
• #170 - Show recent invoices on the child detail page
• #241 - Total Hours (found on the in/out board dropdown) now correctly checks your time zone when checking monthly hours
• #242 - Goverment ID value and Is Subsidized checkbox now follow children to your next report
• #248 - Fix incident searches showing "Oops an error has occurred"
• #249 - Attendance records would show "Invalid Date" in some case
